On October 5, 2023, a memorandum was signed to establish the Union of Notaries of the Turkic World.
The signing ceremony, organized jointly with Turkey’s Ministry of Justice, began with a visit to Anıtkabir. Delegations from the notarial chambers of Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, and Uzbekistan participated. After a moment of silence in the presence of Atatürk and a wreath-laying ceremony, the Chairperson of the Union of Notaries of Turkey, Emine Çağlayan, signed the honorary book at Anıtkabir and shared her views on the creation of the Union. The signing ceremony continued later at the Grand Ankara Hotel.
Strengthening Legal Cooperation
During the ceremony, Turkish Minister of Justice Yılmaz Tunç emphasized that the Union would strengthen legal ties and cooperation between Turkic states. He noted that notarial acts performed in one member state would now carry the same legal validity as if performed domestically, allowing powers of attorney issued in one country to be recognized in others without sending original documents abroad. Other participating ministers highlighted the importance of collaboration among Turkic countries. Binali Yıldırım, Deputy Chair of the Justice and Development Party (AKP) and Chair of the Council of Elders of the Organization of Turkic States, expressed satisfaction with the strengthened ties, noting that the organization represents 300 million Turkic people.
Commitment to Professional Exchange
In her speech, Emine Çağlayan outlined plans for cooperation and professional exchange between notaries in member states, aiming for mutual recognition of notarial acts and streamlined issuance of copies across borders without requiring apostille certification. She also pledged legal and technical support for professional meetings, study visits, information sharing, and training for notaries. The ceremony was attended by ministers of justice from Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, and Uzbekistan, as well as senior representatives of the Organization of Turkic States and the Turkish Ministry of Justice.
