Residence Permit in Turkey: New Rules 2024

Obtaining a residence permit (IKAMET) in Turkey is regulated by Law No. 6458 “On Foreigners and International Protection.” There are six types of residence permits:

  1. Short-term: Issued to tourists, students, and foreign nationals visiting for medical treatment, valid from one to two years.
  2. Long-term: Does not require renewal and is granted to foreigners who have lived in Turkey for over eight years, as well as refugees. Can be canceled if the holder leaves the country for more than a year.
  3. Family: Issued for up to three years to spouses of Turkish citizens, as well as dependent children and adults.
  4. Student Pass: Intended for foreign students attending Turkish schools, universities, or learning the Turkish language. Validity corresponds to the study period.
  5. Humanitarian: Granted in emergency situations where the foreigner’s life is at risk.
  6. For victims of human trafficking: Also issued in exceptional circumstances when the foreigner cannot return to their home country.

Features of the Turkish Investor Residence Permit

The investor residence permit in Turkey falls under the short-term category and is considered the most popular and easiest to obtain.

Previously, short-term residence could be easily acquired by signing a property rental agreement. However, since December 2022, the “tourist” IKAMET program was effectively frozen. In 2023, most foreigners residing in Turkey under rental contracts were denied extensions or initial residence permits.

It is important to note that property owners are exempt from this informal restriction, provided their property and transaction meet the requirements for obtaining a residence permit.

Obtaining a Residence Permit in Turkey Through Property Purchase

The process of obtaining a Turkish residence permit based on property ownership is relatively simple.

Since October 16, 2023, the initial Turkish residence permit is issued when purchasing property with a cadastral value of at least $200,000 (converted to Turkish Lira at the current rate).

The residence permit is issued to the main applicant—the property owner—while the spouse and minor children receive a family-type residence permit.

Property owners can obtain a residence permit valid for up to two years with the possibility of extension, and after five years of continuous residence, they may apply for citizenship, subject to passing a Turkish language exam.

Basic Conditions for Issuing a Residence Permit (Applicable to All Types):

  • having accommodation in the country that meets health and safety standards;
  • providing the address of residence in Turkey;
  • possessing a passport or equivalent valid document;
  • confirming the purpose of stay in the country.
